Why were 03 numbers introduced?

In 2014 Ofcom introduced new range of 03 numbers designed to be used as after-sales customer support line. Ofcom advised that numbers beginning with 084 could no longer be permitted to be used for aftersales services to customer. This is to ensure customers can phone for support using their mobile without paying higher rate for the call.
